The ALTERNATIVE EXISTS!
FROM A LAND OF DISASTER TO A DREAM FULFILLED

PROLOGUE. WHAT IS WRONG IN MOLDOVA?
In Moldova, everything is wrong.
Poverty. Absolute poverty has exceeded 30%. This means that one-third of our citizens lack the most basic necessities: food, water, housing, clothing, and medical care. The incomes of most citizens are spent merely on survival and on paying unbearable utility bills. More than half of all loans are taken out for food, treatment, and funerals.

Exodus. In 34 years of independence, the population of the Republic of Moldova has nearly halved. The country is emptying. Mortality significantly exceeds birth rates. Infant mortality is on the rise. In 2024, the number of newborns was four times smaller than in 1990. In the past 10 years, nearly 300,000 people have left Moldova. In the past 5 years alone, the number of young people aged 20–34 decreased by over 150,000. In total, the number of employed persons has declined by almost 1 million over the years. Demographically, the Republic of Moldova has regressed to the level of 1953.

Unemployment. Officially, only about 800,000 people still work – meaning they pay taxes and contribute to the social and medical system. The rest – more than 60% of the population (children, pensioners, students, public officials, the unemployed) – do not participate in the official economy. This means the country has reached the brink of social bankruptcy.

Crisis. Moldova is in energy isolation. By accessibility of electricity and gas for the population and economy, we rank last in Europe. Any type of production – agricultural or industrial – is unprofitable and risky in today’s Moldova. The territorial division of the country also limits potential investment flows. A deep crisis has affected every sphere of economic and social life. The country lacks doctors and teachers. In the last 25 years, 20% of Moldova’s doctors have left. The average age of teachers has long surpassed 50.

Distrust in power. The authority of state institutions – Parliament, political parties, and the political system as a whole – is collapsing rapidly. The justice system is destroyed. The principle of the rule of law has been replaced with an authoritarian system, where all citizens live under suspicion of the single-party power. People increasingly doubt the possibility of free and democratic elections.

Government incompetence. The impact of all these challenges is worsened by the belligerent incompetence and arrogant impunity enjoyed by those in power. Ruling the country through fear, restriction of civic rights, monopolizing public broadcasting, the government incites internal conflicts, hatred, division, and confrontation in society. The people of Moldova are offered nothing else.

Is there any reason for hope?

In Moldova, almost everything is wrong. Except for the people, who still honor human laws and rush to help one another. Except for citizens who, despite harsh realities, stubbornly build a normal life around themselves.

In Moldova, almost everything is wrong. Except for our nature of infinite beauty: the Codri forests, the steep banks of the Nistru, Prut, and Răut rivers, the vineyards and orchards stretching to the horizon of the endless Budjak steppe.

In Moldova, almost everything is wrong. Except for the centuries-old cultural heritage of the Moldovan people, its rare gift of cherishing and sustaining the country’s linguistic diversity, the peace and mutual respect among ethnicities. This heritage is the main source of our optimism, the eternal rebirth of our talents, and that historical inspiration which allows us to turn the boldest dreams into reality.

WHAT CAN BE DONE?

What can be done in four years?

What can be done in four years in a country driven toward destruction?

Can the general economic collapse, the exodus of citizens, the breakdown of democracy, and even independence itself be reversed?

Can this sentence be overturned and life, justice, and hope brought back to our land?

Can Moldova be turned into a land where our people’s dream comes true – the dream of a modern, European, developed country, in pursuit of which hundreds of thousands of our citizens leave their homeland?

Because this is the country we all dream of. A country where it is meaningful to live and work, to raise a family, to live in an atmosphere of peace, creativity, and mutual respect. A country where one’s worth is recognized, rights respected, and freedoms firmly defended.

We believe: success is possible!

Our open dialogue with the people lasted five months. We met, debated, and exchanged ideas with people all over the country. We managed to reach every city, one-third of villages and town halls. We listened to both the elderly and the young. We heard the sharp criticism of farmers and workers. We debated with entrepreneurs and felt ashamed meeting teachers and doctors. The conclusion we reached is the result of this unprecedented dialogue with citizens.

Yes, despite all pessimistic scenarios, success is possible. But it is possible only on one essential condition: we must finally unite, not against each other, not head-to-head, but against our common misfortunes – poverty, exodus, unemployment, injustice, and the incompetence of rulers.

Moldova still exists. And that alone is a true miracle. A miracle! The fact that it exists, despite everything inflicted by those in power. This miracle endures only thanks to everything created daily by its hardworking people. Modestly. Relentlessly. Without raising their heads. Without straightening their shoulders.

It is time, at last, to unite this people, to banish from our land the monster of division and enmity. And the true Moldovan miracle will finally triumph – in everything, from the economy to social justice, from education and health to new heights of our culture.

Our goals for the next four years seem ambitious. But we must be honest to the end. Without such results, in four years Moldova will no longer exist. As an independent country. As an organized society. As a place of predictable and secure life.

These are just the tasks without which it is impossible to move forward, to make any plans.

The first task. To increase real incomes for the majority of the population, capable of exceeding price increases. To halve absolute poverty. To ensure that the standard of living and quality of life in the Republic of Moldova in 2029 are as close as possible to the indicators of neighboring countries in the European Union.

The second task. To create incentives for an annual increase in the number of jobs by at least 15%. To stop the exodus of Moldovan citizens, to launch the process of sustainable restoration of demographic potential, reduction of mortality, increase in birth rates and longevity.

The third task. To make the most of Moldova's geographical position and form an attractive agricultural, energy, industrial, and transport hub for comfortable economic interaction between EU and Eastern European countries and for access to the markets of these countries.

The fourth task. To unite the Republic of Moldova and achieve lasting civic unity. To consolidate the economic potential of both banks of the Dniester and thus significantly increase both regional security and the country's investment attractiveness.

The fifth task. To restore confidence in democratic institutions and the rule of law, to satisfy to the maximum extent possible society's demand for a modern justice system and an independent judiciary. To depoliticize public administration structures, to strengthen their competence for coherent, organized, and efficient activity with a view to Moldova's accession to the European Union.

FIFTEEN POPULAR REFORMS

We propose to take action in 15 areas, each of which requires fundamental and comprehensive changes. This is in the interests of the majority of citizens, not a select group of the ruling elite. These are not shock reforms or punitive reforms, which always leave citizens poorer and more deprived of their rights. Moldovan society has waited too long for popular reforms.

  1. Social Moldova and the LAW OF LIFE.

The state exists to ensure a dignified life for every citizen. No economic or geopolitical difficulties can justify abandoning this mission.

Starting January 1, 2026, we will legislatively reduce the gap between the salaries of civil servants and those who, through their daily work, support life in the country—teachers, doctors, social workers. To increase incomes in both the public and private sectors, tax and other incentives will be implemented. We will introduce targeted indexation of pensions and social benefits. State allowances will become a reliable source of support for children, people with disabilities, and the elderly.

One of ALTERNATIVE’s first legislative acts will be the approval of the LAW of LIFE in Parliament. This initiative will ensure that the total amount of payments for all municipal tariffs does not exceed 10 percent of the average wage in the economy. This law also provides for a transition from the calculation of a meaningless minimum subsistence level to the calculation of an acceptable social minimum, which includes the citizen's mandatory ability to satisfy not only their basic needs for survival, but also their optimal needs in the areas of health and culture.

The LAW OF LIFE is the criterion of the competence of power, of its ability to lead the country in this particular way.

  1. Moldova: a land of health and longevity. THE LAW ON MANDATORY CANCER PREVENTION.

The priority is equal access to quality medical services, medicines, vaccines, and technologies, regardless of place of residence and income.

The health budget will gradually increase to 5.5% of GDP by 2029, with a focus on prevention and infrastructure. We will launch general medical check-up programs and support for the treatment of diseases with the highest mortality rates: cardiovascular and oncological, with special attention to the health of children, including children with special needs.

For women and senior citizens, we will implement the Law on Mandatory Cancer Screening – annual diagnostic examination of healthy people to detect cancer in its early stages, when treatment is most effective.

We will review the compulsory health insurance system for a more equitable use of the resources accumulated in the Compulsory Health Insurance Fund by creating a component for the accumulation of contributions from all insured citizens. In order to attract qualified healthcare professionals, including to the regions of the country, programmes will be implemented to increase the motivation of medical workers, including ensuring decent incomes and working conditions, as well as providing housing.

  1. The diaspora and labor migrants. THE LAW ON DIGNIFIED RETURN.

For the first time, we are setting ourselves an ambitious goal—to stop the exodus of citizens from the country and achieve a gradual restoration of demographic potential.

Programs to stimulate birth rates, financial support for families, payments for the birth of children, support for working parents, and the creation of a modern infrastructure for children – all these are urgent measures to save and restore demographic potential.

For the first time, a SPECIAL LAW ON DIGNIFIED RETURN will be proposed to Parliament. Among other things, it will include the establishment of a National Council for Combating Depopulation. Its purpose will be to coordinate the efforts of all state structures and institutions in solving demographic problems. It will also develop strategies and programs to stimulate the birth rate, provide grants and tax incentives for returning citizens, for those who want to start a business in Moldova, as well as support programs for return and integration, including employment and training assistance.

It is clear that the goal of a dignified return of our citizens requires and will inevitably involve a whole range of constructive changes in the country: from social protection and the business climate to the quality of education and security.

  1. Moldova – a territory of knowledge. CODE ON KNOWLEDGE AND INNOVATION.

Only by making our country a full part of international educational processes is it possible to create human and professional potential capable of sustainable change for the better. We believe that the transformations must be comprehensive in nature and reflected in a special body of laws – the Code on Knowledge and Innovation.

Its content covers three areas: the social status of knowledge workers, the transformation of the whole of Moldova into a single space of high educational standards, and the creation of a modern innovative climate.

First: teachers, professors, and researchers are the moral support and foundation of our country's competence, which means investing in professional training and social authority, as well as attracting young people with critical thinking skills. In the sphere of general and specialized secondary education, it is necessary to develop a system of incentives for the prestige and high attractiveness of the teaching profession and special pedagogical education, and educational institutions themselves must become a testing ground for the most advanced educational practices and technologies.

Second: the space of knowledge and education – the whole country. This means that the mayor's office is a hub for education and training. If there is no development center for children and young people, there is no future for the locality and the mayor's office.

The entire Republic of Moldova, including the regions, must become a space for attracting branches of foreign and international educational institutions in the field of higher and special education.

Third: there can be no competitive education in the country without the development of science and innovation. It is well known that only when investment in science reaches a minimum of 2% of GDP does science begin to influence the educational process. The logic of the transformations is as follows: from science and innovation to higher education, from higher education to high schools and middle schools. Within four years, funding for science and innovation should reach at least 3% of GDP.

  1. Moldova – the country of youth. THE LAW ON START-UP INCENTIVES FOR YOUTH.

The Republic of Moldova must become a country of youth, which means a country of a successful start in life for the new young generations, a place of professional demand and relevance, a place of self-realization, ambitious careers, business projects, creative initiatives, and civic responsibility.

That is why additional opportunities for young citizens will be implemented here, not only in the field of obtaining housing through the "First Home" program, but also through a special law on start-up incentives for youth, which provides for doubling the amount exempt from income tax for young people up to 35 years of age. Support for young families and increasing the birth rate – the "First Child" program, increasing childbirth allowances, tax deductions for children's education and health, subsidizing in vitro fertilization, and expanding extended daycare groups.

Everything is important here: modern education and decent student infrastructure – repair of dormitories, high-speed internet, multifunctional student ID cards, internships and social scholarships for students from disadvantaged families. Professional opportunities and integration into the labor market—recognition of volunteering as professional experience, internships in partnership with the private sector, tax breaks for graduates, and special programs for young people who are neither working nor studying. Support for young entrepreneurs and the diaspora – grants, mentoring, and facilities through Moldova Start-Up Youth, elimination of bureaucracy in the purchase of housing from income earned abroad.

Civic activity, leisure time, and the revival of the business and cultural environment in rural areas – youth centers in each district, the "Moldova Youth Card" for discounts, incentives for young specialists in villages, rural development projects, and the expansion of public transport.

  1. Moldova as a producer. NEW ECONOMIC POLICY.

We must abandon the repressive economic model once and for all. We need an economy based on modern incentives and freedoms. This economy is based on three principles: an appropriate fiscal and administrative burden, massive state investment in infrastructure and education, and the elimination of discrimination against domestic producers and support for them.

If we want to survive, we must take the lead in the international competition for economic freedoms.

Among the urgent measures to liberalize economic activity, we plan to immediately eliminate any barriers to the method and source of payment for investments in economic and real estate activities by our citizens. The anti-reform in the field of entrepreneurial activity based on patents will be reviewed. The process of maximum simplification of regulations on entrepreneurial activity will be resumed.

The package of measures to stimulate investment in the economy will include large-scale state investment in public infrastructure, fiscal measures—including taxation of profits only in the case of dividend distribution, modification of the VAT mechanism on imports of goods and services with payment of tax to the budget after their sale.

In order to rebuild strategic sectors of the economy, including industry and agriculture, special tax regimes will be introduced, measures to protect local producers and ensure foreign and domestic markets will be taken. Measures will also be implemented to encourage the priority processing of agricultural products at domestic processing enterprises through subsidy mechanisms in the agricultural sector.

  1. Energy transition. MOLDOVA – PRODUCER AND EXPORTER OF ENERGY RESOURCES.

Successive energy crises in the Republic of Moldova call for systemic restructuring and fundamental, comprehensive modernization of this segment of the national economy.

The following measures are envisaged along this path:

Decriminalisation of the entire energy sector of the economy. Creation of conditions for the production of electricity and biomethane within Moldova. Increase in electricity production volumes to the level at which Moldova will transition from being an importer to an exporter of electricity.

The insufficient volume of natural gas for industry and domestic consumption must be compensated by concluding direct supply contracts with companies in gas-producing countries. The state's acquisition of a share in existing or under-construction nuclear power plants outside the Republic of Moldova, with conditions for the exclusive transport of energy to the consumer.

Reconstruction of the district heating system and reduction of the cost of heat for domestic consumers and businesses. Creation of conditions for the full use of biomass in the production of solid fuels.

Reconstruction and development of the electricity transmission system. Development of alternative energy sources based on the use of surplus electricity production for the production of green hydrogen or energy storage in the form of other heat carriers. Constant stimulation of energy retrofitting technologies using renewable energy sources – solar, wind, as well as facilities for the utilization of household, industrial, and biological waste.

  1. Digitization of the entire country. CRYPTOCURRENCY LAW

Information technologies and digitization are key factors for economic development, increasing government transparency, and improving the quality of life of citizens. Our goal is to transform Moldova into a digital hub of Eastern Europe, where innovation, the technological ecosystem, and accessible digital services provided by the state ensure sustainable economic growth and global competitiveness.

We aim to have Moldova among the top 30 countries in terms of digital competitiveness by 2030. To achieve this goal, we will pursue: stimulating private capital and creating a favorable environment for international tech giants and local startups; developing and retaining highly qualified personnel; universal and complete digitization of public services (e-gov, e-services, unified standards and platforms, covering both central and local authorities, and the implementation of AI to optimize government processes); creation of stimulating conditions for the startup ecosystem: venture financing, grants, simplified regulations, and facilities for new companies; development of export potential: certification, promotion of Moldovan IT solutions abroad, strengthening cooperation with the EU, the US, and countries in the region; reduction of the digital divide (digital inequality): ensuring equal access to the internet and electronic services in all regions of the country, including rural areas.

Moldova needs bold liberalization of the cryptocurrency sector and a modern cryptocurrency law. All this will give Moldova the chance to become a regional FinTech hub, attracting a significant flow of investment and human capital. Combining crypto-friendly measures with e-gov initiatives, educational reform, and startup support will create a favorable ecosystem for a technological leap forward.

  1. Green Moldova – territory of life. LAW ON RIVER PROTECTION

Our main goal is to stop the rapid ecological degradation of the country and to restart the long-term and complex processes of biosphere rehabilitation. The main problems facing Moldova in this area are: water quantity and quality; reduced forest quantity and quality; waste management; landscape, biodiversity, and soil conservation; restoration of the national ecological network and combating desertification; and adaptation to climate change. The solution to these problems will be based on the approaches adopted in the European Union.

In order to adapt to climate change and stabilize the hydrological regime, it is necessary to begin a practical and phased increase in forest area from 11% to 20%. It is also absolutely necessary to transfer all national parks, reserves, and other protected areas to budgetary subsidies, without requiring them to supply timber. In agriculture, forms of soil cultivation and crops that do not cause excessive evaporation and do not require large amounts of water will be encouraged. Drip irrigation and other methods of irrigation with low water consumption should be used.

In rural areas, at least 4% of agricultural land should be returned to nature in the form of protective forest belts. The same measure will apply to green water protection areas along small and medium-sized rivers. Climate and health issues, especially in cities, will be addressed through local adaptation measures – more green spaces and their efficient management. It is essential to strengthen legislation to effectively save small rivers by restoring protection zones along their banks and increasing the forest area in their hydrological basins. This must be part of the overall strategy to protect the interests of the Republic of Moldova and its natural ecosystems in the use of resources, and primarily for large rivers such as the Dniester and Prut. It is imperative to insist that Ukraine rehabilitate the forests in the Carpathians.

Stop the process of mafia control of the "waste recycling" economic segment and the transformation of the Republic of Moldova into an "international landfill." At the same time, it is necessary to attract investments to solve this problem based on accepted and tested environmentally friendly technologies. At the same time, it is necessary to promptly and consistently implement household and industrial waste sorting systems in all regions of Moldova, without exception.

  1. Moldova: NO CONQUERORS OR CONQUERED. Culture. Heritage. Tourism.

The field of culture, in all its diversity, is the most important direction in shaping the meaning of state policy. In this capacity, it is important that all cultural institutions, organizations, and initiatives foster an atmosphere of creativity and mutual trust in society, respect and involvement in national and world heritage, excluding the use of hate speech and attempts to divide cultures into advanced and underdeveloped ones.

The cultural potential of the Republic of Moldova, in all its aspects—from theater and concerts to museums, from intangible spiritual manifestations to architectural and historical-archaeological monuments—is a crucial resource for development and a determining factor in the competitive identity of the Republic of Moldova. This calls for a fundamentally new approach to this potential. It is no longer an object of expenditure on a "residual basis," but an area for attracting strategic investments capable of fundamentally changing Moldova's place on the world cultural map, making it recognized and attractive.

Only such an approach can ultimately transform the Republic of Moldova into a country of mass tourism, focused not only on the capital, Chisinau, but on the entire regional and local cultural specificity. Radical changes in the principles and volumes of investment in the cultural field can form a sustainable and successful tourism sector in Moldova.

  1. Fair Moldova. THE LAW OF THE OPPOSITION.

A fair, independent, and honest judicial system is a prerequisite for the safety of citizens and the development of the country in all areas.

The main problems in the field of justice are well known. These are politicization and legal bias, administrative control of key judicial institutions—the Superior Council of Magistrates, the Supreme Court of Justice, and the National Integrity Authority—by politicians in power. This is the lack of uniform judicial practice, excessively long periods of investigation and examination of cases in courts. This is the lack of transparency in the appointment and promotion of judges and prosecutors. These are "televised justice" and unjustified political interference in judicial proceedings, frequent and non-transparent changes in legislation in favor of political interests.

We have prepared a series of solutions to remedy the situation, including: developing the institution of specialization for judges and implementing it in all courts without the intervention of the Superior Council of Magistracy and court presidents; amending legislation to require the Superior Council of Magistracy and the Supreme Court of Justice to take into account the results of the evaluation of judges and prosecutors when appointing and promoting them; reducing the workload of courts by delegating the examination of certain categories of cases to state authorities.

In addition, in order to maintain democratic balance in society and prevent abuse of power, it is proposed to implement the OPPOSITION LAW at the legislative level. This law is intended to guarantee representatives of the parliamentary opposition leadership of the Court of Auditors, the Central Electoral Commission, the Audiovisual Council, the Supervisory and Development Council of "Teleradio-Moldova," parliamentary control over the Information and Security Service, the Ministry of Defense, and the Ministry of Internal Affairs.

  1. Moldova's developed regions. THE "50 CITIES" PROGRAM.

Regional development policy will become one of the main state policies. A unified and integrated inter-institutional approach is proposed to support the country's regions and localities.

There will be a gradual decentralization and transfer of powers from the central to the regional level. Investment efforts will focus on the accelerated socio-economic development of the strongest regional urban centers, with the aim of transforming them into real growth centers capable of extending development to adjacent rural areas. Transforming the municipalities of Chișinău and Bălți into "urban centers of accelerated development."

In order to accelerate the economic development of territories and strengthen relations between cities and rural areas, the main focus will be on the "50 Cities" program. This includes: modernization of municipal infrastructure, energy efficiency, street lighting, urban mobility, urban regeneration, including the rehabilitation of former industrial areas and their transfer to communities, local development of tools to generate and support economic activities, including support for urban areas with tourism potential.

The gradual regionalisation of public water supply and sanitation services, public transport and solid waste management will be implemented.

  1. New Moldova. THREE PRINCIPLES FOR THE REINTEGRATION OF THE COUNTRY.

The reintegration of Moldova is, first and foremost, a strategic path to modernizing the country, multiplying its economic potential, and establishing a strong civic unity. The reintegration of Moldova is a decisive factor for the independence of the Moldovan state, for its irreversibility, for increasing the investment attractiveness of our country several times over, as well as for the position and authority of the Republic of Moldova on the international arena.

In achieving this strategic objective, we identify three major directions. Each of them requires maximum transparency and excludes any form of coercion or forced pressure.

The first principle is the status of Transnistria.

The peaceful and sustainable settlement of the Transnistrian conflict is to be achieved on the basis of the sovereignty and territorial integrity of the Republic of Moldova within its internationally recognized borders, by granting Transnistria a special status that fully guarantees respect for human rights, as well as the political, economic, and social rights of its population. It is particularly emphasized that the Republic of Moldova's maintenance of its constitutional status of permanent neutrality is an important incentive for preserving national unity, stability, and the successful development of the reintegrated state.

The second principle is socio-economic reintegration.

As an ambitious project for large-scale socio-economic and humanitarian reconstruction, the Post-Conflict Development Program of the Reintegrated State is proposed. In strategic partnership with the European Union, the action plan "Chisinau-Tiraspol, joint movement towards common development goals" is being developed and implemented. This plan provides for a detailed legislative analysis of all aspects related to the harmonization of legal standards in the social-humanitarian, economic, fiscal, banking, as well as justice, state border protection, customs control, defense, and security areas.

The third principle is demilitarization and guarantees.

The proposals on demilitarization involve transforming the peacekeeping operation into a mission of civilian and military observers under an international mandate, completing the withdrawal of Russian Federation troops and weapons in accordance with international commitments, and coordinating the mechanism for forming the unified armed forces of the Republic of Moldova. Measures will be taken to build trust between Chisinau and Tiraspol, and the property rights of individuals and legal entities in the special autonomous territorial unit of Transnistria will be guaranteed by the updated Constitution of the Republic of Moldova and by the relevant normative acts.

  1. European Moldova. THE MAIN CONSTRUCTIVE SCENARIO.

European integration is not an external burden imposed by someone else. European integration is, above all, the choice and hope of more than half of the citizens of the Republic of Moldova. European integration is the main constructive scenario for preserving Moldovan independence, modernizing the economy, fundamentally transforming the quality of life, protecting all languages and ethnic communities, and democratically consolidating the entire society.

The ALTERNATIVE bloc sees its mission in working efficiently and in an organized manner to accelerate Moldova's integration into the EU, in strict compliance with the roadmap for achieving all accession indicators.

Thus, we propose to rely on a model of European integration that allows for the consolidation of our society and the restoration of the economic and social potential of the Republic of Moldova. In this regard, we formulate three principles that significantly distinguish our vision of this path from the approaches of the current Moldovan government.

The first principle: Integration into the EU is the way to prevent the loss of Moldovan independence, the way to negotiate with the EU on all essential issues concerning sovereign development; it is the way to obtain investment support from the EU for the economic and social modernization of Moldova and for the restoration of the country's demographic potential.

The second principle: every step towards the EU can only be taken by Chisinau together with Transnistria. This means the EU's involvement in the exclusively peaceful resolution of the Transnistrian issue, based on granting Transnistria a firmly guaranteed status.

This path also allows the use of the political and legal instruments of the EU and the Council of Europe to establish and consolidate additional and firm guarantees regarding the status of Gagauz autonomy and the protection of all national minority languages.

The third principle: the path towards the EU must be pursued in parallel with the consolidation of the neutral status of the Republic of Moldova. Moldova's constitutional neutrality is to be regulated by a special law. We believe that the most important objective in consolidating the neutral status of the Republic of Moldova will be the international recognition of this status by all interested parties.

  1. Chisinau – THE GREEN CAPITAL OF ECONOMIC AND CULTURAL FREEDOM, COMFORT, AND JUSTICE.

Chisinau is not only the political capital of the Republic of Moldova. It is the center of economic development for the entire country and a hub for cultural and social initiatives. Officially, more than 700,000 people live here, and unofficially – almost a million. Just a few years ago, Chișinău was considered a lost place and a depressing pit. Now it is the only place in the country where visible changes for the better are taking place every day. And it's not just about the streets, parks, and boulevards that have been landscaped. Only here are new kindergartens and schools being built. Neither the pandemic, nor the war in Ukraine, nor the refugee crisis, nor the energy crisis have been insurmountable obstacles for us. In recent years, we have demonstrated that change is possible: we have cleared the municipality's debts, modernized its infrastructure, and attracted European investment.

Despite the position of the central authorities, we have demonstrated and proven that investments in schools, kindergartens, roads, parks, medical centers, and social services offer the most visible results. We have not differentiated between Chisinau residents and have not divided them between the center and the suburbs. Funding has been distributed based on people's needs, and it is precisely in the suburbs that we have completed a record number of projects in the last 30 years.

Chisinau is entering a new stage of development, which requires new initiatives and new solutions.

Chisinau will continue on its path to becoming a comfortable and green capital, but now our city must also become the capital of social justice, the capital of economic freedom and creative projects in the field of culture and education, a city with a restored and protected architectural and historical heritage.

The main instrument of change is direct communication with the city's residents, involving the capital's citizens in decision-making on major urban development issues – from courtyards and neighbourhoods to strategic projects. Urban referendums must become a sustainable practice in decision-making on matters of public interest.

Our plans include expanding the financial autonomy of the municipality by increasing contributions from the state budget, revising legislation on free economic zones, and creating industrial and technology parks. Strengthening the legal basis for the efficient management of urban space – from recreation and tourism areas to modern and convenient parking lots, establishing municipal parking.

We are taking on the task of modernizing the educational infrastructure and carrying out major repairs to student dormitories. Among the urgent objectives are the launch of energy efficiency programs and compensation for heating tariffs. We will complete the construction of the Chisinau ring road and continue to expand the public transport network.

We will catalog all green spaces in the city, with individual numbers and a publicly accessible database. We will increase the area of green spaces and bring the condition of all water resources in the capital—the Bîc River, streams, and lakes—up to the most demanding environmental standards. The scientifically based "Historic Chișinău" perimeter will become not only a mandatory area for the restoration of cultural and architectural heritage monuments, but also the foundation for special incentives for the development of tourism infrastructure.

The establishment of a municipal police force, financed from the state budget, will be another essential solution, capable of increasing the safety of citizens and contributing to the definitive decriminalisation of our country's capital.

THE ALTERNATIVE IS THERE!

Miracles are always the result of hard and exhausting work. There is no other way. The proposed program is not a mountain of impossible promises, but a huge, almost overwhelming amount of work.

But this mountain can be moved if a truly courageous and professional team gets involved, one that passionately believes in success and ardently desires to achieve that true Moldovan miracle—the people's dream of a just, free, and happy Republic of Moldova.

The team is not a group of politicians, it is not a political party, nor is it the entire Parliament with its Government. The team is national unity against eternal troubles. Such unity is already taking shape. The dream is beginning to come true. The alternative to years of chaos, injustice, and disaster is already visible. The alternative must triumph.
